- Preheat the oven to 375°F.
- Grease a 9x13-inch baking dish.
- In a medium saucepan, melt the butter over medium heat.
- Stir in the garlic and cook for 30 seconds.
- Whisk in the flour and cook for 1 minute.
- Slowly pour in the milk, whisking constantly, and cook for 3 to 4 minutes until slightly thickened.
- Stir in the smoked Gouda, cheddar, salt, and black pepper until the sauce is smooth.
- Arrange half of the sliced potatoes in the prepared baking dish.
- Pour half of the cheese sauce over the potatoes.
- Repeat with the remaining potatoes and remaining sauce.
- Cover tightly with foil and bake for 40 minutes.
- Remove the foil and bake for 20 to 25 minutes more, until the potatoes are tender and the top is lightly golden.
- Let stand for 10 minutes before serving.
