- Preheat the oven to 375°F.
- Grease a 9x13-inch baking dish.
- Bring a large pot of salted water to a boil. Cook the macaroni until just al dente, then drain and set aside.
- In a large saucepan, melt the butter over medium heat.
- Whisk in the flour and cook for 1 minute.
- Slowly pour in the milk, whisking constantly, and cook for 3 to 4 minutes until slightly thickened.
- Stir in the cheddar cheese, Monterey Jack cheese, salt, black pepper, and paprika until smooth.
- Add the cooked macaroni and stir until evenly coated.
- Pour the mac and cheese into the prepared baking dish.
- In a small bowl, combine the panko breadcrumbs and melted butter.
- Sprinkle the breadcrumb mixture evenly over the top.
- Bake for 20 to 25 minutes, until bubbly and golden on top.
- Let stand for 5 minutes before serving.
